SHINFIELD PARISH COUNCIL: ‘DUTIES AND AIMS’
Shinfield Parish Council has certain duties. These are the main duties and how we choose to meet them:
 

1. The Parish Council will reach, without unreasonable delay, an intelligible and lawful decision for the right reasons.

2. All residents have the opportunity to stand for the Parish Council, or to vote in an election for representatives to act on their behalf.

3. All Council meetings and committees are open to public, will be held in a public place, with an agenda published on this website, all notice boards in the parish (and possibly elsewhere), at least three clear days before the meeting. Full meetings of the Parish Council are held monthly, on the 3rd Monday (except August).

4. The Parish Council will not make a decision on any matter, which is not on the agenda.

5. Minutes of Council meetings and committees are available for inspection in Spencers Wood Library, on this website, or by request from the Clerk.

6. An Annual Parish Meeting will be staged at which your views are welcome on how the Parish Council has met its duties and aims as set out in this document.

7. The Parish Council must present its annual accounts for audit.

8. The Parish Council has powers to undertake certain functions, or to provide certain facilities. A full list of ‘Powers and Duties’ is available from the Clerk. Currently the Parish Council is concentrating on issues concerning planning, transportation, allotments, footpaths, recreation and parish amenities.

have the complete confidence of the local community

displaying on notice boards and in Spencers Wood Library the names and addresses of all Parish Councillors and the Committees on which they sit. (They wish to hear your views so that the best decision for the Parish can be taken.)

considering with due respect the full implications of what you have to say, to the benefit of the community

bullet

seek, and take account of, the views and interests of all residents, businesses and community groups in the running of, services provided by, and decision made by, the Council

bullet

considering your views and interests, as required

bullet

consulting you on major issues

bullet

giving you a right to speak and ask questions at all meetings at a time determined by the Chairman

bullet

checking if the services being provided meet the needs of the community

bullet

welcome residents, businesses and community groups to its meetings

bullet

publicising when and where meetings are to take place

bullet

take the lead, and present a representative view, on all major issues concerning the Parish

bullet

consulting with residents, businesses and community groups on major issues

bullet

achieve good communications, in all matters

bullet

publish an annual report

 

maintaining notice boards covering the complete parish

making regular contributions to Parish magazines

bullet

responding promptly to all communications requiring a decision

bullet

take impartial decisions based on sound information

bullet

copies of minutes of all meetings will be available in Spencers Wood Library.

copies of any background written material used to help make a decision are available from the Clerk

making available details of council procedures and Register of Members' Interests, on request to the Clerk

be efficiently, economically and effectively administered

bullet

publicising annually in an information leaflet, the Parish Council budget and how the money was spent

bullet

Accounts may be inspected on application to the Clerk

Parish Council accounts are independently audited each year.

identify and strive to satisfy the recreational needs of the community (within the budget available)

surveying the recreational needs of the community

enhance the community (within its powers and the budget available)

surveying the need for enhancements in the community

bullet

represent your views on planning issues

bullet

consulting you on major issues

bullet

represent your views to other councils, authorities, utilities or any other organisation, if applicable

consulting you on major issues

bullet

initiate, where appropriate, local projects and develop them in consultation with and involvement of the Parish

bullet

publicising projects, both at the start and during work, and seeking your involvement

bullet

consulting you on major issues

bullet

encourage, where appropriate, residents, businesses and community groups in their own projects (within the powers of the Council).

inviting your projects either by welcoming you meetings, or in writing

bullet

deciding on the level of support at a meeting of the Council meeting which you may attend and speak

bullet

budget and merit permitting, give financial grant to local organisations enhancing the local community or providing local services

bullet

having a clear policy and procedure on the award of grants

bullet

considering all applications at a committee

bullet

consider all financial grant applications for the coming financial year at a meeting open to the public
